Budget and Policy Advocacy

Promise 3: Children and youth will have a fair chance to succeed no matter where they live

Challenges like violence, health problems and housing insecurity too often prevent young people who live in high poverty areas from achieving their potential. The District can reverse the collective impact of these challenges and ensure a fair chance by focusing on the neediest communities first and eradicating opportunity segregation. DC should fund services close to where the most fragile children and youth live and most important make the success of low-income children and youth a priority in policy and the budget.

Policy advocacy

DC ACT comments on certificate of need legislation (November 5, 2007) (PDF) This proposed legislation has the potential to remove a long-standing barrier that prevents some treatment facilities from becoming service providers in the District and may help the city increase the number of substance abuse facilities – as well as the number of youth screened and treated. Because the legislation offers the potential to make the application process less cumbersome, APRA may have more flexibility to properly place youth with substance abuse issues in the most appropriate treatment settings.
